Required Tools for old Warcraft III versions

• JNGP:
  Jass New Gen Pack replaces Worldeditor for Warcraft III versions previous 1.31 in order to be able to use vJass language, which is omnipresent in MEC.
  Additionnaly you don't need to add the [doreturnfixer] line in jasshelper config file.
• Max Escape creation base map:
  You can't use a MEC base map version newer than v1.2d.
• Jass generator
  You need to use the Jass generator v1.2d, required for MEC base map v1.2d.
• For the rest, you can use the same tools as for the current version of MEC.
